Help with IM and GM Tool on sv 4.0

I am playing my own server. But let just say, when I press Y, it show up empty cash shop. I know it is because of allods_billing_rc_4_0_02 is empty. So can someone spare me a export on server 4.0. I tried old script from 1.1 but it don't work.

And, do you know how to set up GameTool or LogServer ? I trying to dig in, but it say: Unable to access jarfile ..\jars\appserver.jboss.launcher.JBossLauncher.jar
Seem like file was distributed somewhere else.
