Faction problem

So I had no problem playing a league, doing questing and stuff, but then I tried to start new character on the Imperial side and I could not. It produces this error and complains about grave. What is that can be? Btw I can freely start the default adventure on the league side, no problem. In the shard setting the <characterCreation allowDiffFactions="true"/> btw, if it has anything to do with the problem.

Solved. When new character is created the initial inst map must be loaded for this faction during character creation. If character is created when maps are not loaded then you will get this error. Still have no idea why tho.
