Solved Account with 'User' access_level Can Not Find the Server

Allods Server 7.0
Shard server build = 'Release or FinalRelease', Not Debug.
Account with 'Master' access_level can find the shared server and enter the game.
But account with 'User' access_level can't find the shared server after login. The server list is just Empty.
I found the possible settings everywhere, but I can't fix it.
Does anyone meet this problem or know the reason? I will be very grateful for your help!

How did you manage to run Shard 7.0 in 'Release' or 'FinalRelease' mode?
The server is waiting for something and is not loaded, as in this topic.

You should change the server builds config in game/data/system/serverbuilds. There are Release.xdb, Release.prototype.xdb, Final release.xdb etc.
You can refer to the content of Debug.xdb because debug build runs normally.

Sorry if I was late, but have you tried add java.exe (\vendors\Java\jdk-1.8-win-64\bin\java.exe) to firewall ?
It may sound irrelevant but in my case, it work. And the reason is because there are two type of message to retrieve shard list, which Master role can use the internal one.
