You have to disable the right content keys in your content.cfg in server_bin/shard folder. I don't remember exactly which file manage it but you can find it in System/ContentKeys, I think it might be InsuranceConvert.(ContentKey).xdb or PremiumCrystals(contentKey).xdb or any other key like that, you have to try
